Dr. P. Shane Gallagher is the president and principal consultant for SG Systems Consulting, LLC. His work focuses on cognition and gaming, cyber operations training and evaluation, and learning technology standards. He has worked with the Department of Defense (DoD) Office of the Undersecretary of Defense Force Education and Training as a learning scientist and education specialist for several years. During this time, Dr. Gallagher helped develop and evaluate the Cyberoperators Academy Course (COAC) over three R&D cycles and was the principal investigator for assessing the Advanced Distributed Learning Total Learning Architecture over its two cycles of R&D. Through SG Systems, Dr. Gallagher is providing MITRE support for the Department of Health and Human Services Centers for Medicare & Medicaid Services to develop and evaluate a pan government training and veterans transition program to place cyber security personnel. Dr. Gallagher has presented keynotes, papers, and talks on cyber operations training development and evaluation for many venues including the National Institute for Cybersecurity Education (NICE) annual conferences, the National Institute for Standards and Technology (NIST) Risk Management Conference, the Institute for Operations Research and the Management Sciences (informs) Roundtable, B-Sides, International Industry Training, Simulation, and Education Conferences (I/ITSEC), and the National Geospatial Agency.
